it says it look like you may be in danger of violting our policies...on the cell ap and says try again on my computer

@steamer70 are you trying to send personal information like phone number?
Or anything against OfferUp guidelines?
If so try a different message with no personal information in the message.

this is most likely due to some settings being enabled on your device that block background data.

Here is more information.

What do I do if I don't get my notifications? This is most likely due to some settings being enabled on your device that block background data. This can happen if you've ever done any of the following: Unchecked the show notifications box on your device for OfferUp. Placed your device into battery saving mode. Restrict background data in your Data Usage settings. If you have a third party app downloaded that manages your data usage. Make sure that your show notifications box is checked. To do so, go to your device's settings screen. Tap the OfferUp app icon and there should be a box stating 'Show Notifications' next to it. If that is checked, make sure that you’ve turn off any of the modes or apps that may be stopping OfferUp from sending you notifications.

no was talking to a guy about some live rock and he told me the price and when i tried to respond it came up and now I cant send a message back to him or anybody else on OfferUp

@steamer70 with what it’s saying, may be in danger of violting our policies. That’s mean it’s reading the message is against OfferUp guidelines. In the meantime I’ll report this issue. You may need to get in contact with customer support team. I’ll inform @Elin Community manager on the issue.
