How to file a buyer claim if tracking is never scanned delivered?

Hello. I have a situation where the seller sent an item that is different from the listing. I can't open a case under “Item Not As Described” because the package wasn't scanned delivered (label and barcode are faded), but I have it. The package was received, it is just not as described.

 

I have already reported the user and transaction, but haven’t heard anything in over 2 days.

 

Please help.
